**The National Association of Parliamentarians has reported that a NEW, SIMPLIFIED book on the fundamentals of parliamentary procedure by the authors of the 10th edition of Robert's Rules of Order Newly Revised will be available "in a few months." Look for the exact release date and ordering information on this bulletin.

**Discourage the use of these phrases:

+"So move." Reason: The actual motion must be stated.

+"I move to table." Reason: Often this phrase is used if the maker wishes to kill a pending motion. The motion to Postpone Indefinitely is used for that purpose. A correct phrase to temporarily set aside a motion for more urgent business is "I move that the motion be laid on the table."

+A member from his/her seat, "I Call for the Question" or "Question! Question!" Reason: When a member uses either of these phrases, he/she wants debate to stop immediately for a vote on the pending motion. To stop debate, a motion must be made ("I move the previous question") which requires a second and a two-thirds vote to be adopted.

Main Motions (MM) and Required Motions (RM) from the 2001 National FFA Parliaamentary Procedure CDE

MM: (Preliminary Round) I move to sell citrus and Christmas trees as an FFA Fundraiser.
RM: Amend, Limit or Extend Limits of Debate, Division of the Question, Parliamentary Inquiry, Raise a Question of Privilege

MM: (Preliminary Round) I move to take the top 10 FFA members on a canoe trip.
RM: Commit or Refer, Amend, Point of Order, Division of the Assembly, Fix the Time to Which to Adjourn.

MM: (Semi-Final Round) I move that the FFA host a Teacher's Appreciation Breakfast during National FFA Week.
RM: Postpone to a Certain Time, Refer to a Committee, Appeal, Objection to the Consideration of a Question, Recess

MM: (Final Round) I move that the FFA hold an Open House for parents of Greenhand FFA members.
RM: Postpone Indefinitely, Previous Quesiton, Withdraw, Suspend the Rules, Reconsider

QUESTIONS AND ANSWERS:

Two questions are answered on each E-Bulletin. Send them to dunbar@northwest.net . If questions that were submitted do not appear on an E-Bulletin, they will be answered personally by E-mail. All answers are based on the 10th edition (October, 2000) of Robert's Rules of Order Newly Revised (RONR).

Q: In writing the FFA Chapter Meeting minutes, is it necessary to state that the secretary is present, or is his/her signature and name at the end sufficient?

A: The first paragraph of minutes should contain "... the fact that the regular chairman and secretary were present or, in their absence, the names of the persons who subsititued for them." RONR (10th ed.)
p. 452, l. 6-8.


Q: At a recent FFA Chapter Meeting, a motion was made to endorse one of our members for a state office. Immediately after the motion was stated by the chair, a motion was made to Postpone Indefinitely.
Before that motion was stated by the chair, a member objected to the consideration of the question. Wasn't it too late to object, after another motion had been made?

A: No. Since no debate had taken place on the main moton, and the objection had been made before the chair stated the subsidiary motion (Postpone Indefinitely), the Objection to the Consideraton was in order. RONR (10th ed.) p. 68, l. 6-13.

TIPS ON TRAINING A TEAM FROM NATIONAL WINNERS

**Start a collection of main motions and required motions and place on 3" x 5" cards to be used for practice. Make a set of six cards so you can have a practice session with a minimum amount of preparation.


**Start a collection of Parliamentary Procedure CDE tests and administer when practicing.
