**A description of the different levels of membership in the National Association of Parliamentarians (call toll free at 1 888 NAP 2929 for further information):

+A "MEMBER" has demonstrated a basic knowledge of Robert's Rules of Order Newly Revised  (RONR), by passing a test on about one fourth of the book.

+A "REGISTERED PARLIAMENTARIAN" (RP) has passed an extensive 5 part test covering all of RONR.

+A "PROFESSIONAL REGISTERED PARLIAMENTARIAN" (PRP) is a RP who additionally has passed a Professional Qualifying Course demonstrating ability to preside, write parliamentary opinions, research and teach.

*The eight standard descriptive characteristics of motions:

"SAD MR IPA" (Use first letter in each word)

Secondable, Amendable, Debatable, Majority, Reconsiderable, Interrupt, Precedence, Applicability

*Privileged motions from highest to lowest precedence:

"FARPO" (Use the capital letters)

Fix the time to which to adjourn, Adjourn, Recess, raise a question of Privilege, call for the Orders of the day

Opinion on the use of gavel during FFA parliamentary procedure competitive events.


+One tap follows the announcement of a recess or adjournment, the completion of each vote, or is a message to the members to be seated following their entrance to the event.

+Two taps of the gavel calls the meeting to order (if event includes the start of the meeting).

+Three taps of the gavel is the signal for all members to stand in unison on the third tap (to be used if questions are asked by judges at the end of the demonstration).

+A series of sharp taps is used to restore order during the event.

QUESTIONS AND ANSWERS:

Two questions are answered on each E Bulletin. Send them to dunbar@northwest.net. If questions that were submitted do not appear on an E Bulletin, they will be answered personally by E mail. All answers are based on the 10th edition (October, 2000) of Robert's Rules of Order Newly Revised (RONR).

Q: At a recent election at our chapter, one member was nominated to two offices and elected by ballot to both of them. The chair stated that a member could not serve in two offices and had the assembly vote on which office the member was to hold. Was this proper?

A: If the member was present, he/she should decide which office to hold. If the member was not present, the assembly should vote on the decision. RONR (10th ed.) p. 426, l. 2 6


Q:At our last chapter meeting, a member requested that a certain correction be made in the minutes. The chair denied the request. The member appealed from the decision of the chair and the chair's decision was sustained. Should all this action be recorded in the minutes?

A:An appeal from th decision of the chair, whether sustained or lost, together with the reasons given by the chair, should be recorded in the minutes. RONR (10th ed.) p. 453, l. 18 20


TIPS ON TRAINING A TEAM FROM NATIONAL WINNERS

**Video tape and review your team's presentation.

**Have students search the internet for parliamentary procedure charts related to the rules for motions.

Have them report on errors that they detect. There are several sites listed above (see "Parliamentary Procedue Sites Worth Visiting") to get them started.
