MM: (Preliminary Round) I move to hold an FFA picnic for incoming
Greenhands.

Consideration of a Question, Parliamentary Inquiry, Recess
MM: (Preliminary Round) I move to hold a District Greenhand
Initiation.
RM: Lay on the Table, Limit or Extend Limits of Debate,
Point of Order, Division of the Assembly, Fix the Time to Which to
Adjourn
MM: (Semi-Final Round) I move to have the FFA sponsor an Agricultural
Science Fair.

QUESTIONS AND ANSWERS:

will be answered personally by E-mail. All answers are based on the 10th
edition (October, 2000) of Robert's Rules of Order Newly Revised (RONR).
Q: Our chapter had a long meeting and one of our members made the
motion to Adjourn which was placed on the floor by the chair. Another
member rose to a Question of Privilege which the chair ruled out of
order. On what basis could a Question of Privilege be ruled out of
order?
A: Questions of Privilege take precedence over all motions except three:
to take a Recess; Adjourn; and Fix the Time to Which to Adjourn. The
chair was correct in ruling the Question of Privilege out of order. RONR
(10th ed.), p. 218.
Q: Among the members of our chapter there is a difference of opinion
on who can withdraw a motion and when. Would you please explain?
A: The motion is the property of the mover before it has been
stated by the chair. In this brief period he/she may withdraw the motion
without asking permission. After the motion has been stated by the
chair, the maker must request the assembly's permission to withdraw
his/her own motion. Any member can suggest that the maker of a motion
ask permission to withdraw it. The maker may do so or refuse as he/she
wishes. RONR (10th ed.), pp. 283-286.
