**What Matters (Author unknown)

my
clothes looked like. But the world may be a little better becasue I was

**A Parliamentary Procedure Myth (Kim Goldsworthy, PRP, National
Parliamentarian,
2nd quarter, 2004)

"Minutes must be approved before the actions become official, or take
effect."

False. To approve the minutes is to approve the record, not the actions.
Motions become effective immediately upon adoption unless a rule or proviso
says otherwise. The act of delaying the approval of minutes will not delay
the enforceability of the policies so adopted.


**Is There A Difference between a motion that is "pending" and a motion that
is "on the floor?" (http://www.nancysylvester.com/index.html)

When a motion is "pending," it is also considered to be "on the floor."
These terms are interchangeable. Saying that the motion is on the floor is
symbolic of having the motion before the members so that they can discuss
and fix it.


**Must the chair always call for the negative vote?

Yes, the chair should call for the negative vote no matter how unanimous the
vote may appear. This rule is commonly relaxed, however, in the case of
noncontroversial motions of a complimentary or courtesy nature. However,
if any one member objects, the chair must take the negative vote.

**Corrections In The Official FFA Reference Tenth Edition of Robert's Rules
Of Order Newly Revised

The fifth (and subsequent) printings of the Tenth Edition of Robert's Rules
of Order Newly Revised contain a number of corrections. (It's easy to tell
what "printing" of the 10th edition you have: on the back of the title page,
it is the first number on the bottom line.)

p. 688, under "Power of attorney in voting": strike out "PROXY" and insert
"also Proxy voting"

p. 690, under "Question [/] of privilege": strike out "also"

p. 692, under "Recommit, motion to": strike out "also"


**What Happens To A Motion That Is Adopted Without A Second?

If a motion is considered and adopted without having been seconded even in
a case where there was no reason for the chair to overlook this
requirement the absence of a second does not affect the validity of the

Question: A motion is laid on the table by an organization that follows
Robert=s Rules of Order Newly Revised (10th Edition). Later in the same
meeting, a motion to take from the table is made, seconded, and defeated.
Another matter of business is then taken up. How long must a member wait
before again moving to take from the table (or should the motion to take
from the table be reconsidered?)?

**The Chair's Participation In Voting

The chair votes when there is a ballot and when his/her vote
will change the results.

If a motion requires a majority and the vote is a tie, it is lost.
The chair may vote in the affirmative and thus causing the vote
to be adopted.

If the affirmative vote exceeds the negative vote by one vote, the chair can
vote in the negative causing the motion to not be adopted by creating a tie.

(2006 2010) will be available on the 2005 2006 Local Program Resource
Guide CD ROM that is distributed to all agriculture teachers during the
summer of 2005.

The Society for Agricultural Education
Parliamentarians, is open for enrollment. The object of the
organization is to promote the study and use of parliamentary
procedure in agricultural education programs. There is currently
no membership fee to join the society. Contact Dr. Connors at

E mail. All answers are based on the 10th edition of Robert's Rules
of Order Newly Revised (RONR).

Q: At a recent meeting a member was elected to two offices.
The president then held another election to see which office the
member was to hold, since he could not serve both.
Was this the proper procedure?

A: It depends on if the member who was elected to both offices was present.
If the member was present, he/she should choose which office to accept. If
the member was not present, another vote should be taken to decide which
office the member would be elected to. [RONR (10th ed.), po. 425, l. 33 35
and p. 426, l. 1 6]


TIP ON TRAINING A TEAM FROM A NATIONAL WINNER

Review the score sheet with team members so they will know
exactly how they will be evaluated.


Answer to Mind Bender

Regardless of the vote required on the adoption of a motion, a motion to
amend only requires a majority vote. This is true, for example, on proposed
amendments to bylaws. Even through the adoption of the amendment to the
bylaws requires a two thirds vote, a motion to amend it takes a majority
vote.

motion to Take from the Table that has failed can be renewed after disposal
