CONGRATULATIONS==>>Seven members from the Centreville High School (MI) FFA
Parliamentary Procedure CDE Team recently passed the examination and are
now
the FIRST FFA MEMBERS to be certified as "Accredited Parliamentarians."
They
also earned a Gold Medal recently at the National FFA Convention.
**A Parliamentary Procedure Myth (Kim Goldsworthy, PRP, "National
Parliamentarian," 2nd quarter, 2004)
"Abstentions count as ayes (or, as noes)."
FALSE. Abstentions don't count. Ballots that are blank, or hands never
raised, or voices that remain silent, are not votes. They are
ignored.
**Has Your FFA Secretary Ever Asked You Why The Written Record Of A
Meeting
Is Called The "Minutes"?
The primary and literal meeting of the word "minute" is "very small," from
the Latin
"minutus," "small." Therefore, the minutes of a meeting are the small
notes
made by the secretary during the meeting and later compiled into the
complete report. Minutes in this sense are not divisions of time into
units
of sixty seconds.

up, interrupt the unfocused speaker, and make sure the discussion is
focused
on the specific motion on the floor."
**When Does The FFA President Stand And Sit During A Chapter Meeting?
The chair stands when:
1) putting the question to a vote
2) calling a meeting to order or declaring it adjourned
3) ruling on a point of order (or debating appeal)
The chair sits when a member is speaking in debate.
In all other cases the chair stands or sits as he or she chooses.

for the entire demonstration)
**Corrections In The Official FFA Reference Tenth Edition of "Robert's
Rules of Order Newly Revised"
RONR corrections are listed below so that if you have a printing earlier
than the fifth you may note them in your copy. The "printing" of the
10th edition is on the back of the title page. It is the first number
on the bottom line. Other corrections will be listed in future E
Bulletins.
p. 678, under "Minutes [/] access to": strike out "451" and insert "444"
p. 681, under "Motions, list of [/] Recommit": strike out "also"
p. 682, under "Nonmember [/] can be excluded from meetings": strike out
"624" and insert "93, 625"

Q: Should an FFA secretary summarize matters discussed at a chapter
meeting?
A: It is not necessary to summarize matters discussed at an FFA meeting.
Minutes are a record of what was done at a meeting, not a recording of
what
was said.[RONR (10th ed.), p. 451, l. 25 28.]

placing them on 3 x 5 inch index cards with the answers on the back.

Answer to Mind Bender:
Such an outburst is not in order, and the chair should warn the member
that
it will not be tolerated. To "call the question" or move the Previous
Question requires the member to obtain the floor and say, "I move the
Previous Question." or "I call the question" if that is what your
membership
is familiar with. What it really means is, "I move that we end debate on
this motion and vote immediately". It must be seconded and adopted by a
two thirds vote. If adopted, the main question is then voted on. If the
motion for the Previous Question is not adopted, then debate on the main
question continues.
