ANNOUNCEMENTS:
L@@K ==>> THANK YOU to FFA Advisors and State Supervisors for sending
original main motions to the author for the Parliamenary Procedure CDE.
Over
60 lists of 15 main motions from 28 states were submitted . There is now a
list
of over 250 MAIN MOTIONS that can be used by chapter advisors for coaching
a team and by state supervisors who need motions for CDE's. To receive the
250+
main motions, E mail your 15 main motons to the author at
dunbar@northwest.net.
**A Parliamentary Procedure Myth (Kim Goldsworthy, PRP, "National
Parliamentarian," 2nd quarter, 2004)
"A majority is the same as "fifty percent plus one" (50% + 1)."
"FALSE. "Majority" means "more than half." The "bad" formula, "fifty
percent
plus one (vote) happens to be true, however, for even numbered vote
totals,
and false (i.e., too high a threshhold) for odd numbered vote totals."
**Two Meanings Of "The Chair" When Used At FFA Chapter Meetings
"The chair" refers both to the person who is presiding at a meeting and
the
presiding officer's station. [RONR (10th ed.), p 433, l. 2 6.]
**Wise Words For FFA Members (Henry M. Robert, "Parliamentary Practice,"
1949, p. xi)
"If there were no rules or established customs to guide an assembly of
persons, and if each could talk on any subject as long and as many times
as
he pleased, and if all could talk at the same time, it would be
impracticable in most cases to ascertain their deliberate judgment on any
particular matter. Experience has shown the necessity for rules, for a
presiding officer to enforce them and to preserve order, and for a
recording
secretary to keep a record of the business transacted by the assembly."
**How To Pronounce "sine die"
For the motion "adjourn sine die," "sine die" is pronounced
"SIGN EE DYE EE."
[RONR (10th ed.), p. 81, footnote.]
**What Is The Purpose Of Seconding A Motion?
"The practice of seconding a motion ensures that more than one person in
the
group is remotely interested in the issue. If no one seconds a motion, you
go on to the next agenda item, having saved the time of the participants."
**Corrections In The Official FFA Reference Tenth Edition of "Robert's
Rules of Order Newly Revised"
RONR corrections are listed below so that if you have a printing earlier
than the fifth you may note them in your copy. The "printing" of the 10th
edition is on the back of the title page. It is the first number on
the bottom line. Other corrections will be listed in future E Bulletins.
p. 670, under "Hearsay evidence": add ", 631"
p. 674, under "Main motions [/] rank of": add ", 58, 59, 77
p. 677, under "Microphone, use of [/] in large assemblies to obtain the
floor": add ", 28, 371"
**Exceptions To The Debating Rules For FFA Members
"Unless the assembly has a special rule providing otherwise, no member can
speak more than twice to the same question on the same day except that in
the case of an Appeal, only the presiding officer can speak twice (the
second time at the close of the debate)..."
[RONR (10th ed.), p 376, l. 21 26.]
**Brainteaser (www.jimslaughter.com/)

QUESTIONS AND ANSWERS:
One question is answered on each E Bulletin. Send it to
dunbar@northwest.net. If a question that was submitted does not
appear on an E Bulletin, it will be answered personally by
E mail. All answers are based on the 10th edition of Robert's Rules of
Order Newly Revised (RONR).
Q: I am the FFA Secretary for our chapter. What information should be
contained
in the first paragraph of the minutes of our meetings?
A: "(1) the kind of meeting: regular, special, adjourned regular, or
adjourned special;
(2) the name of the society or assembly;
(3) the date and time of the meeting, and the place, if it is not
always the same;
(4) the fact that the regular chairman and secretary were present or,
in their absence, the
names of the persons who substituted for them; and
(5) whether the minutes of the previous meeting were read and
approved as read, or as
corrected and the date of that meeting if it was other than a
regular business
meeting. Any correction is made in the text of the minutes being
approved; the
minutes of the meeting the correction merely state that the
minutes were approved 'as
corrected' ."
[RONR (10th ed.), p. 452, l. 1 15.] (also see form, p. 454, l.
34 35)
TIP ON TRAINING A TEAM FROM A NATIONAL WINNER
* Invite a chapter team that is proficient in the Parliamentary Procedure
Career Development Event to make a presentation to your chapter.
Answer To Brainteaser:
Yes. The motion to Postpone Indefinitely is not amendable, but an
amendment
can be proposed to the main motion while a motion to Postpone Indefinitely
is pending. RONR makes the following statement pertaining to the motion to
Amend: "When applied to a main motion: takes precedence over the main
motion
and over the subsidiary motion to Postpone Indefinitely."
[RONR (10th ed.), p. 126, l. 1 3.]
Answer to Test Your Knowledge Question:
D. are out of order when another member has the floor.
