ANNOUNCEMENTS:


**Some Rules For Debating Motions At FFA Chapter Meetings:

+The maker of the motion can speak first.
+Debate alternates between pros and cons.
+First time speakers on the motion get to speak before those seeking to
speak a second time.
+At most, 10 minutes are allowed per speech.
+Each FFA member can give at most 2 speeches per debatable motion per
day.
+Debate must be germane (pertinent).
+Debate must address the merit of the proposal rather than attack FFA
members of the opposing side.


**Voting By The FFA President

The FFA Presiding Officer may vote by ballot or to change the results of a
voice or standing vote such as to make or break a tie. If the outcome is a
tie, the motion is lost except in the case of an appeal of a decision of the
chair.


**"RONR" is the accepted abbreviation for Robert's Rules of Order Newly
Revised.


**When used in parliamentary procedure, the word "precedence" is
pronounced as "pree SEED n's" RONR (10th ed.), p. 57, footnote

**Exception To The Rules FFA Chapter Parliamentarians

"A member of the assembly who acts as its parliamentarian has the same duty
as the presiding officer to maintain a position of impartiality, and
therefore does not make motions, participate in debate, or vote on any
question except in the case of a ballot vote." RONR (10th ed.), p. 451, l.

The great lesson for democracies to learn is for the majority to give to the
minority a full, free opportunity to present their side of the case, and
then for the minority, having failed to win a majority to their views,
gracefully to submit and to recognize the action as that of the entire
organization, and cheerfully to assist in carrying it out, until they can

**From the National FFA Parliamentary Procedure CDE
Superintendent (Dr. Jim Connors: connors.49@osu.edu)

A new organization, The Society for Agricultural Education
Parliamentarians, is now open for enrollment. The object of the
organization is to promote the study and use of parliamentary
procedure in agricultural education programs. There is currently
no membership fee to join the society. Contact Dr. Connors at
connors.49@osu.edu for details on joining.

Two, new references have been added for the National CDE:
Parliamentary Procedure Oral Questions and Dunbar's
Manual of Parliamentary Procedure Test Questions. Order

The National FFA is starting the preliminary revision of the
Parliamentary Procedure CDE this Summer. If any agriculture teacher has
any comments or suggested changes to the format
for the National FFA Parliamentary Procedure CDE,

QUESTIONS AND ANSWERS:

Two questions are answered on each E Bulletin. Send them to
dunbar@northwest.net. If questions that were submitted do not
appear on an E Bulletin, they will be answered personally by
E mail. All answers are based on the 10th edition (October,
2000) of Robert's Rules of Order Newly Revised (RONR).

Q: We are confused as how to nominate our FFA officers. How many different
ways of nominating are permitted?

A: (1) Nominations by the Chair; (2) Nominations from the Floor; (3)
Nominations by a Committee; (4) Nominations by Ballot; (5) Nominations by
Mail; and (6) Nominations by Petition. (However, you may want to
check your bylaws because only one way may be permitted.) RONR (10th
ed.), p. 416 424.

Q: Our FFA secretary is often absent from our chapter meetings. Who
should fulfill the secretary's duties if she is not present at a meeting?

A: "In the absence of the secretary, a secretary pro tem should be
elected..." RONR (10th ed.), p. 443, l. 27 28.

Build a bank of multiple choice test questions and answers by
placing them on 3" x 5" index cards.


Answer To Brainteaser

"An election to an office becomes final immediately if the candidate is
present and does not decline, or if he is absent but has consented to his
