**When can the FFA President vote?
The FFA Presiding Officer may vote by ballot or to change the results of a
voice or standing vote such as to make or break a tie. If the outcome is
a tie, the motion is lost except in the case of an appeal of a decision of
the chair.

**Explaining the meaning of Parliamentary Procedure to FFA members
Parliamentary Procedure can sometimes appear intimidating and confusing at
an FFA meeting. However, what Parliamentary Procedure sets up is a
specific
set of rules for the easy and orderly conduct of meetings. It allows every
person to be heard, which helps FFA members make decisions. This method of
conducting business at an FFA Chapter meeting is a way to insure
democratic
rule, protection of rights, flexibility, and a fair hearing for everyone.

Question: A nonmember begins to disrupt the monthly meeting of
an organization that follows Robert's Rules of Order Newly Revised
(10th Edition). The chair orders the offending nonmember to leave
the hall. If the nonmember does not feel that the order is fair,
what can he/she do about it procedurally?

L@@K==>A NEW publication, "Parliamentary Procedure Judging Guide,"
has been reviewed by six pilot teachers (including three national
judges), and is in the final stages of editing. It will be available
for purchase in September, 2003.
A NEW organization, The Society for Agricultural Education
Parliamentarians, is now open for enrollment. The object of the
organization is to promote the study and use of parliamentary
procedure in agricultural education programs. There is currently
no membership fee to join the society. Contact Dr. Connors at
connors.49@osu.edu for details on
joining.
Two, new references have been added for the National CDE:
Parliamentary Procedure Oral Questions and Dunbar's
Manual of Parliamentary Procedure Test Questions. Order

The National FFA is starting the preliminary revision of the
Parliamentary Procedure CDE. If any agriculture teacher has
any comments or suggested changes to the format for the
National FFA Parliamentary Procedure CDE, please contact

QUESTIONS AND ANSWERS:

E mail. All answers are based on the 10th edition (October,
2000) of Robert's Rules of Order Newly Revised (RONR).
Q: I plan on attending our state's annual FFA convention as a delegate.
If I want to delay consideration of the pending motion until
next year's annual convention, what motion should I use?
A:The subsidiary motion to Commit or Refer. "In
cases where the next session will not be held until after
more than a quarterly time interval has elapsed, the only
means by which a motion can go over to another session is
by referral to a committee." RONR (10th ed.), p. 88, l.25 29
Q: Is it permitted for a member to speak against his/her own
motion and vote against it?
A: "In debate, the maker of a motion, while he can vote against
it, is not allowed to speak against his own motion." RONR (10th ed.),
p. 381, l. 9 11
TIP ON TRAINING A TEAM FROM A NATIONAL WINNER
**Give a parliamentary procedure demonstration to your student council
Answer to brainteaseer: "The chair has the power
to require nonmembers to leave the hall, or to order
their removal, at any time during the meeting; and the
nonmembers have no right of appeal from such an order of
the presiding officer. However, such an order may be appealed
by a member." RONR (10th ed.), p.628, l. 29 33
